Low cost to no cost pet assistance
Penny's Promise is a low or no cost training and behavior modification service provided to low-income individuals. Penny's promise is a service that is much needed in the community and frankly may be the animal's last chance to stay in the home.
Penny's promise will aid individuals who cannot afford basic training or behavior modification for their pet. The program is structured to support individuals in our local community who would otherwise surrender their beloved animals to the shelter. Penny's promise is for individuals who do not have resources to get the help they need. Penny's promise will assist with issues such as separation anxiety, aggression, guarding, elimination, and overall behavior concerns. Assistance may include individual training sessions, behavior consultations in home, office, or over the phone.
Penny's promise is dedicated to Penny a young pup who after a year of living on a chain was rescued by a concerned neighbor and rehomed to that neighbor. In order for Penny to live in her new home, she needed to learn basic house manners. HALO spent numerous hours with Penny and her new family to ensure that Penny was introduced properly into her new home. We ensured her family that we would continue to help and from time to time we visit to help with behavior concerns. We made a promise to Penny that she would not be on a chain and she would have a loving home...forever!

Individual must meet the income criteria for the program and must be approved by the director prior to services. We are currently taking applications for individuals who are at or below the federal poverty guidelines.
2020 US Federal Guidelines at 200% is as follows:
Persons in home Annual Income
Any fees will be based on the family's ability to pay.
Sessions may take place in the home, HALO's facility, or over the phone.
Four training sessions (30 min each) or
Behavior consultation, treatment plan, and one follow up visit ($275 value)
The treatment plan will be explained, agreed upon, and put into place. The Halo trainer or behaviorist will provide recommendations to the individual for ongoing training and behavior modification.
